Preheat oven to 180°C (350°F).
Heat olive oil in a pan, sauté onion until soft.
Add garlic and ground beef, cook until browned.
Stir in bell pepper, tomatoes, paprika, oregano, salt, and pepper.
Simmer for 5–7 minutes until slightly thick.
Transfer mixture to a greased baking dish.
Sprinkle mozzarella and cheddar evenly on top.
Bake uncovered for 20–25 minutes until golden and bubbly.
Garnish with chopped parsley and serve hot.
